Supervision and Surveillance Officer

(Grant Funded)

Salary: $ 40,000.00


Job Summary: Under the direct supervision of the Pretrial Director, the Pretrial Supervision and Surveillance Officer is responsible for monitoring and supervising defendants released on bond with specialized conditions. The officer ensures adherence to bond conditions, verifies defendant information, tracks case progress, and supports public safety. The role requires the use of discretion, , and strong organizational skills to maximize court appearances and maintain community safety.

Essential Functions/Responsibilities:

  • Client Supervision & Compliance Monitoring: Supervise individuals released on bond with pretrial conditions, ensuring adherence to court-mandated requirements.
  • GPS Equipment Installation & Monitoring: Install and monitor Global Positioning System (GPS) tracking devices for defendants, ensuring real-time tracking and location compliance.
  • Court Attendance & Communication: Attend court hearings and conferences, providing detailed reports and status updates as needed.
  • Case Management: Manage a caseload of defendants, maintaining records and tracking compliance. Provide effective supervision, even in high-pressure or volatile situations.
  • Data Collection & Reporting: Maintain detailed client records, compile statistics, and prepare required monthly and annual reports for submission to the court and state agencies.
  • Interagency Coordination: Disseminate case information to relevant criminal justice agencies as appropriate.
  • Contact Monitoring: Monitor defendant check-ins via phone, text, email, and in-person contact.
  • Written Reporting: Submit timely, detailed written reports on defendant compliance and case progress to the court and relevant parties.
  • Data Collection & Grant Reporting: Collect and analyze program metrics for grant-related reporting purposes.
  • Drug Testing: Conduct and document random drug testing for defendants under supervision.
  • Electronic Monitoring Compliance: Evaluate and respond to electronic monitoring alerts, notifying justice partner agencies and recommending appropriate responses, including requests for arrest warrants if necessary.
  • Travel & Court Representation: Travel to Cameron County jail and detention centers as required. Attend and testify at court hearings regarding the defendant's pretrial status and conditions.
  • General Support: Respond to inquiries from defendants, attorneys, court personnel, and the general public concerning cases. Perform other duties as assigned.

Minimum Qualifications:

  • Education: High School Diploma or equivalent.
  • Experience: Minimum of five (5) years of experience in administrative support, secretarial work, or equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
  • Licensing & Background Check: Must possess a valid Texas Driver's License and provide proof of auto insurance. Must pass a criminal background check.

Knowledge, Skills, and Abilities: The selected candidate will regularly interact with pretrial defendants, judges, prosecutors, public defenders, the county jail, local law enforcement, the private bar, and the public. They will work closely with judges, prosecutors, and law enforcement agencies to ensure effective case management and public safety.

  • Ability to manage multiple case files and deadlines simultaneously.
  • Knowledge of GPS tracking technology and electronic monitoring procedures.
  • Proficiency in maintaining detailed records and preparing reports.
  • Strong interpersonal and communication skills, with the ability to interact with defendants, attorneys, and criminal justice personnel.
  • Ability to exercise discretion, professionalism, and good judgment when handling confidential information.
  • Capacity to remain calm and effective in high-pressure or volatile situations.
  • Proficiency in the use of office software, case management systems, and electronic reporting tools.

Work Environment & Physical Requirements:

  • Position requires regular travel to jails, detention centers, and courts.
  • Work may be performed in potentially high-stress environments involving interaction with defendants from diverse backgrounds.
  • Ability to lift and carry equipment related to GPS tracking devices.
  • Ability to work flexible hours, including evenings, weekends, and on-call assignments as necessary.
