ACA/ FINANCIAL ACCOUNTANT



Salary: $65,000.00 - $71,400.00 (D.O.Q.)


SECTION I-JOB DESCRIPTION


SUMMARY

This position will provide financial oversight and prepare the annual financial report primarily related to County Enterprise Funds. Requires qualified individual to understand, interpret and follow federal, state and local guidelines and protocols related to governmental accounting and fund accounting. Position will be responsible for maintaining financials for projects and to include reconciliation to County's financial system, and maintain project budget for compliance. Other duties as assigned. This position is under the direction of the County Auditor.



ESSENTIAL FUNCTIONS

Be involved in management of the county's general ledger, grants and the preparation of the annual financial report for the County Enterprise Funds (and other Funds as assigned). Will aid departments in improving financial reporting and other related duties as required. Familiar with budget preparation. Fiscal oversight for various federal/state grants and other duties as assigned.


SECTION II-JOB REQUIREMENTS


EDUCATION AND EXPERIENCE

Associate's/Bachelor's Degree in Accounting (closely related field). Preferred 3 years of work-related experience in governmental accounting or financial statement preparation.


KNOWLEDGE, SKILLS, AND ABILITIES

Knowledgeable in accounting principles and practices and their application to a variety of accounting transactions. Ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy. Ability to work independent of direct, daily supervision, ability to understand state and federal laws, rules and regulations as they apply to County Government. Must be able to extract and interpret financial data, develop and follow procedures that comply with laws, regulations, and county objectives. Ability to adjust rapidly to fluctuating situations, and multiple simultaneous projects. Ability to organize work, set priorities, meets critical deadlines, and follows up assignments with minimum direction. Ability to work in compliance with departmental policies and procedures. Ability to establish and maintain effective working relationships with co-workers, county employees, elected/appointed officials, governmental representatives, constituents, outside agencies and the general public.


SPECIAL REQUIREMENTS

Must have a valid Texas Driver's License and an acceptable driving record.

CONTACTS

Must use tact when dealing with Elected/Appointed Officials, Division/Department Heads, County employees, group health providers, and the public regarding departmental operating issues.


External Contacts: Frequent contact with other department personnel. Occasional contact with other governmental agencies, outside organizations, and the general public. Communication is primarily through telephone/mail.


Internal Contacts: Constant contact with Elected/Appointed Officials, Division/Department Heads and subordinates, co-workers and other County employees. Communicating is primarily face-to-face, via telephone, and through written communication.


RESPONSIBILITY

Job has a critical impact on the Auditor's Department operations and public image. Primary responsibility is to the County Auditor. Job responsibilities include handling of confidential information and/or documents relative to the County.


DIFFICULTY

Judgment is required to ensure completion of administrative activities and special projects as assigned by the County Auditor. Must use initiative and discretion to achieve work goals.


WORKING CONDITION

Working conditions are primarily in an office environment, 40 hour week.



This is not a Civil Service covered position.
