PLANNER - EMERGENCY MANAGEMENT
PAY PLAN: 117 - $ 48,087.00 minimum salary, or as per Compensation Policy Promotional Method.
SECTION I-JOB DESCRIPTION
SUMMARY: Under the supervision of the Director of Emergency Services, the Emergency Planner performs planning and research work as well as project management duties in areas of training, community outreach, exercise development and coordinated response planning for local and regional emergency management initiatives. Work involves developing emergency operational plans and programs for Cameron County and performing intergovernmental planning and coordination functions. This position will also be responsible for serving as a liaison to municipalities and Emergency Operation Center management. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.
SECTION II-ESSENTIAL FUNCTIONS
- Represents Cameron County and the Office of Emergency Services by participating in or attending local and regional planning meetings, collaborates with the EMC on unmet needs for municipalities, carries out tasks related to disaster recovery, attends task forces, working groups, committees, or subcommittees meetings, local City Council meetings, advisory groups, emergency functions, neighborhood groups, boards, and commissions. Assists in coordination of the Local Emergency Planning Committee and EOC management.
- Provides staff support and project management for assigned emergency management committees and projects.
- Assists and coordinates homeland security and disaster response preparedness, and exercise planning and analysis with local, county, regional state and federal agencies, and with other public and private organizations.
- Assists with reviewing and updating Cameron County's Emergency Operations Plan, and other related response planning documents.
- Will be placed on-call to respond to the Emergency Operations Center or for field deployment due to critical incidents.
- Assists in the development and distribution of emergency preparedness information and critical emergency information in critical incidents.
- Assists in the management of social media platforms and communication with media outlets if necessary.
- Seeks out and assists in obtaining grant funding
- Other duties as assigned.
SECTION III-JOB REQUIREMENTS
- Knowledge and training of Incident Command Systems and National Incident Management System
- Certified in NIMS 100,200,300,400,700 and 800 (preferred)
- Plan section chief certified (preferred)
- Incident commander certified (preferred)
- Knowledge of government organizations and administration; of principles, objectives, and procedures of governmental planning, of budget processes and research techniques, of training and marketing techniques, and of program management processes and techniques
- Skill in using computers and applicable software, in applying statistical tools to data, in preparing reports, and in collecting and analyzing demographics and statistics
- Skill in developing short and long- range comprehensive plans and the development of innovation solutions
- Skill to work well with persons of diverse public safety and public administration interests
- Skill in presenting information and conducting meetings with large diverse groups
- Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to identity risks, to demonstrate negotiation and facilitation skills
- Ability to prepare reports, charts, and documents to be presented to EMC, commissioners, council members, or the public
- Ability to coordinate the work of others
EDUCATION AND EXPERIENCE: (State the minimum requirements for formal education and job related experience.)
Associate's degree in Emergency Management, Public Safety, Criminal Justice, Public Administration, or a field related plus three (3) years administrative experience in an office environment. Bachelor's degree preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: (As utilized in the performance of the Essential Functions of the job.)
Knowledge of planning and programming methodologies. Ability to communicate effectively (oral, written and Spanish speaking ability). Ability to train and supervise others. Knowledge of computer programs software and database (MS Word, Excel, PowerPoint, Internet). Ability to follow oral and written instructions. Ability to work with public.
SPECIAL REQUIREMENTS: (Special licenses and other requirements necessary to obtain or retain the position.): Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency. Criminal background check is required for employment or continued employment.
PHYSICAL DEMANDS: Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.
This is a Civil Service covered position. Testing requirements will follow section 2.32 of the Civil Service Rules and Regulations Handbook. Probationary period will follow section 2.35 of the Civil Service Rules and Regulations Handbook.
